Sterling Properties Real Estate Services, LLC (also known as Sterling or SPRES) is a full- service real estate brokerage and management firm serving the Pacific Northwest.
In the 1990’s, the Hess family began operating our family-owned manufactured home parks and properties in Washington and Oregon; including five manufactured housing communities three of which are in Clark County, WA. In 2017, we launched Sterling Properties Real Estate Services, LLC, our third-party management and brokerage company, leveraging decades of experience managing our own assets to provide exceptional service to outside property owners. Today, Sterling operates as a trusted third-party vendor, combining institutional expertise with hands-on property oversight.
Our dedicated team includes full-time staff, experienced property managers available 24/7, and a professional accounting department to ensure comprehensive support for property owners and investors. We conduct inspections upon move-in and move-out to document the property's condition and ensure all maintenance issues are addressed promptly. Residents have access to a secure online portal to submit all maintenance requests.
Financial Reporting
It's never been easier to keep tabs on your investment with our detailed financial reporting tools. You can log into your secure owner portal 24/7 to view comprehensive financial reports, monthly statements, vendor bills, income reports, and annual tax statements/1099s.
Eviction Protection
In the unfortunate event that an eviction is necessary, we will shield you from the stress of the process, handle all required notices and assist with navigating the legal process, and promptly re-rent the property.

Scott Hess
President & CEO
Scott Hess is a Designated Managing Broker in Washington and is well known for his professionalism, knowledge, and integrity in the industry. He first and foremost provides attention to property details, employee training, and meeting all our clients’ needs. For over 25 years Scott was the President of the Southwest Chapter of Manufactured Housing Communities of Washington (MHCW), sat on MHCW's Board of Directors, was Chairperson of the Committee to Protect Property Rights, and served as President of MHCW. He is extremely active in politics and lobbying for landlord and tenant rights in Washington and Oregon as it affects our industry. Scott earned his master’s degree in educational administration from Central Washington University. He’s dedicated to providing superior real estate and property management services to our clients.
Erik Hess
Chief Operating Officer
Erik Hess is the Chief of Operations for Sterling Properties Real Estate Services. He is a Principal Broker in Oregon and a licensed Real Estate Broker in Washington. Erik is a Board Member for Manufactured Housing Communities of Oregon where they advocate for the rights of landlords and tenants, helping shape legislation in Oregon. He graduated from San Diego State University where he earned his Master's in Business Administration. While at SDSU Erik specialized in Marketing, Entrepreneurship & Small Business Operations. Erik brings solid experience to Sterling Properties Real Estate Services and supports our goal to provide the best property management services in the Pacific Northwest.
Bjorn Hess
Chief Financial Officer & General Counsel
Bjorn Hess is the Chief Financial Officer and General Counsel for Sterling Properties Real Estate Services. Bjorn is a licensed attorney in both Washington and Oregon. He attended the University of Washington in Seattle where he received his Bachelors of Arts in Political Science. After working in Washington DC and spending a summer in Europe Bjorn attended graduate school and law school at Texas Tech University where he earned his Masters of Science in Personal Financial Planning and his Juris Doctorate. When Bjorn is not at Sterling Properties Real Estate Services you can find him skiing, boating, and spending time with his family in the great outdoors.
Regional Managers
Here at Sterling we have numerous Regional Managers who oversee our portfolio of properties. Our Regional Managers help facilitate smooth operations of the communities and uphold the investments to our 'Sterling Standard'.
We keep all our employees up to date on existing and new federal and state regulations to ensure compliance with local laws. The landscape of property management constantly changes as new legislation is enacted. Our Regional Managers are trained in the specialized areas they manage whether manufactured housing, commercial properties, or residential housing. Our managers bring great real world work experience in property management to our team which helps us ensure our properties are upheld to the highest standards.
Depending on where you are located and what type of property you own we have a capacity for new clients in our portfolio to be assigned to a Regional Manager who is a great fit for your asset to ensure they operate smoothly. Our Regional Managers are also highly trained at managing both on-site employees and tenants expectations and have excellent communication skills.
Accounting Department
The accounting department at Sterling is overseen by our Chief Financial Officer Bjorn Hess. Within the accounting department we have a number of well trained and educated accountants. Each property we manage is assigned to an accounts receivable specialist and an accounts payable specialist team who oversees the day-to-day accounting for the property. The properties are assigned to ensure accurate accounting and proper recording of income and expenses.
We pride ourselves on transparency and accountability to reflect real time data entry for our clients to look at and are available to answer questions. Owners are given Owner Web Access so they can watch and review our accounting team's work in real time.
Property Managers
We have highly qualified property managers both on and off site at all of the properties we manage. They provide excellent service to the property owners and tenants. Our managers maintain the properties to our organization's standards (The Sterling Standard). Providing the best property management services for our owners and tenants is our top priority.
Andrew Sterling Hess (1923 - 2015)
Founding Member
Andrew Sterling Hess was the Key Founder of Sterling Properties, LLC. Andrew started Sterling Properties after retiring from his position as the Director of Housing and Urban Development (HUD). Andrew's career as a State Senator and supporter of various organizations helped create and shape the housing industry in the Pacific Northwest. Andrew served as a member of the Higher Education Board of Washington and was instrumental in the placement of WSU-Vancouver.
